Tourism Action Club (TAC) Constitution

 

1. NAME

The name of the organization is the Tourism Action Club, hereinafter called the TAC. Its secretariat is located at the head office of the Jamaica Tourist Board, currently 64 Knutsford Boulevard, Kingston 5. All correspondence should be addressed c/o The Public Education Unit, Jamaica Tourist Board.

All schools that had a different name prior to 1990 will retain the name but TAC is to be added.

 

2. AIMS AND OBJECTIVES OF THE TAC ARE:

  1. To provide opportunities for young people to meet and share their creative ideas.
  2. To promote among its members a greater awareness of themselves and their role in Tourism.
  3. To develop programmes to meet the needs of its members in keeping with personal development goals and the aspirations of the nation.
  4. To provide learning experiences in leadership skills.
  5. To encourage cooperation with other youth organizations with similar aims and objectives.
  6. To expose the members to Jamaica's varied tourism product.

 

3. MEMBERSHIP:

Membership is open to all young person’s attending an educational institution who have an interest in tourism, are prepared to accept the aims of the TAC, and are prepared to abide by the rules of the local group. In addition, the following criteria should be fulfilled:

  1. Persons should pay required dues before being accepted as member
  2. They should attend four (4) consecutive meetings
  3. All TACs should have a minimum of twenty (20) members

 

4. ESTABLISHMENT OF GROUPS:

The TAC is a youth organization associated with a school and the Jamaica Tourist Board's Public Education Unit. Each group must be established with the approval of the school and the Public Education Unit.

 

5. AFFILIATION:

Each group must be affiliated to the Public Education Unit of Jamaica Tourist Board.

An affiliation fee is payable in October of the TAC year, (October to September) to the National Executive, which is elected at the annual conference.

TACs that are inactive for three (3) years will have their charter revoked.

 

6. CONFERENCE:

An annual conference of the TAC will be held in October of each year. Each group will be represented by *(number of persons to be determined by the Executive and the Public Education Unit), one of whom must be a member of the group's executive. (In addition, these persons must be active, paid up members of their TAC)

Local executives should be elected by May for the start of the next school year (September).

The goal of each conference is to:

  1. review the tasks of the TAC during the last year
  2. establish programmes for action in the current year
  3. elect the National Executive body of the TAC

In addition, themes may be established and seminars/activities arranged to enhance the theme.

 

7. ADMINISTRATION OF THE TAC:

Executive posts must be held by those democratically elected by members
of the TAC. The executive posts will be held by STUDENTS with the
President being in at least third form.

Post of the Executive:

PRESIDENT:

  • Oversees the general running of the TAC National Executive
  • Spearheads the development and execution of programmes
  • Liaises with and maintain communication with JTB via secretary
  • Maintains contact with TACs= islandwide through bimonthly newsletters

SECRETARY TREASURER:

  • Record minutes of all meetings
  • Liaise with president and maintain communication with JTB
  • Maintain a National TAC directory
  • Maintain a file of all TAC correspondence
  • Keep accurate records of TAC finances
  • Spearhead development of TAC annual budget
  • Present a financial statement at board meetings
  • Present an annual report to the conference

DIRECTOR OF COMMUNICATIONS:

  • produces the bi monthly newsletter
  • responsible for conveying information to TACs through county directors
  • coordinate social and other programmes at a national level

COUNTY DIRECTORS:

  • Represents the president in each county
  • Collect monthly report sheets from TACs and forward to Secretary Treasurer and JTB by the 10th of each month.
  • Maintain contact with all TACs in their respective county.
  • To attend the installation of each new club=s executive

 

8. ELECTION OF MEMBERS TO THE EXECUTIVE:

Elections will be held annually, during the month of October, and the names and addresses of the new executive must be submitted to the Public Education Unit of the Jamaica Tourist Board within two weeks of the YTC.

No officer should serve in the same post for more than two (2) consecutive years.

 

9. FUNDS:

The funds of the TAC must be kept in a bank account. The executive will have power to expend such funds at their disposal in such a manner they think fit and in accordance with the rules and objectives of the TAC. The account must be kept in the name of the TAC and NOT in the name of any individual. The signatures of two officers and the JTB coordinator must be a requirement for any withdrawal of funds.

Dues

Each member must contribute dues in the amount of two hundred and fifty dollars. ($250) for a year.

Two hundred dollars ($200) will be allocated to the National body and fifty dollars ($50) should be kept at the club level.

 

10. BYE LAWS:

  1. Each club has the option of making by laws specific to their club.
  2. By laws should have the approval of two-thirds membership of the local club.
  3. By laws must remain in force and be binding on all members until they are repealed by a resolution at a general meeting of the club.
  4. The executive of the TAC may from time to time make, alter or amend all such by laws as they think expedient for the internal management of the club.

 

11. PROGRAMMES:

The programmes of the TAC will be in keeping with the aims and objectives.
Activities should fall under the general categories of:

  1. WORK - To include actual physical work done by the group
  2. EDUCATION - To include speakers, films/videos, debates, Skills Training etc.
  3. RECREATION - To include games, nature walks, trips, etc.

The ideas and opinions of all members should be sought prior to the formulation of any programme of activities, and an attempt should be made to involve as many members as possible in the implementation of the programme.

 

12. CONSTITUTIONAL CHANGE:

No clause in the constitution may be altered or repealed, and no new clause will be made except by a two third majority vote of the delegates present at the annual conference. Notice of the intended change must be sent to the secretary of each affiliated group and the Public Education Unit of the Jamaica Tourist Board at least two months before the annual conference, to allow for discussion at the local level, so that delegates attending the conference will have knowledge of the position taken on the issue by their local clubs.

 

13. PUBLIC EDUCATION UNIT:

The Public Education Unit of the Jamaica Tourist Board is vested with the authority to promote the activities of the TAC.

 

14. PUBLIC EDUCATION MANAGER:

In place to guide the activities and ensure that everything goes according to plan.

 

15. REPORT:

A report of the activities of each club will be submitted to the Principal/Staff Coordinator of each school as well as to the Public Education Unit at the end of each TAC year (local TAC year is September to June and National TAC year is October to September)
